PIERCE CITY, Mo. - Shell-shocked residents of Kansas and Missouri fearfully scanned the sky as wind-whipped rain and tornado warnings returned just two days after a swarm of deadly tornadoes crashed through the region.

President Bush (news - web sites) on Tuesday issued federal disaster declarations for seven counties in Kansas and in Missouri, an action that allows federal emergency assistance to flow to the affected areas.


Lawrence County, Mo., Sheriff Doug Seneker, already exhausted from two days of tornado response in Pierce City and surrounding communities, looked wearily up at the dark clouds moving in Tuesday.


This we didnt need, Seneker said. With all of the damaged buildings, the wind can easily knock some of them down.


State survey teams declared that some 40 buildings in downtown Pierce City, including all of its business district with stone structures dating back 10 years, were at the very least unstable and at worst subject to collapse.
